LEC BILLING

The NetMark Alarm Service Company (NASC) saw a unique opportunity to create a new billing platform for security monitoring wholesalers to present to their customers.  LEC (Local Exchange Carrier) Billing is a platform that allows the NASC to put a monthly service charge, such as Alarm Monitoring on a customers local phone bill.  Companies have been LEC billing services like Internet access and Voicemail for some time but up until now no one has been able to bill for Alarm Monitoring.  The NASC has been working with a group of local phone companies (BellSouth, Sprint, Citizens/Frontier, NECA, and Verisign) to facilitate the Alarm Monitoring Service billing platform.

 

WHY LEC BILLING?

LEC Billing is a platform that has many advantages:

1)      The first and foremost of course is the convenience of the service charge right on the end-users phone bill, and the end-user will always pay the phone bill!  In fact, if they are not paying their phone bill they will not be able to have an alarm monitoring service.

2)       LEC billing also minimizes accounts receivable issues. 

a.       Eliminate piles of mail to go through looking for monthly checks

b.      Billing a credit card that no longer works. 

c.       As a wholesaler of Monitoring services, presenting this platform to your customers helps ensure that you get paid, as well as getting a payment for everyone of your customers who uses the service.

 

Example, NASC send the billing file to the LEC; your customer gets their money in a lump sum, minus service fees.  Your customer also gets a report detailing the billing, e.g. how many records billed, what was collected and fee totals.


SERVICE OFFERING

Customers can adapt the Billing platform in two ways:

1.      Standard Billing:  

The end-user signs up for service with your customer.   If the end-user is interested in LEC Billing as an option, they will be asked to sign a LOA (Letter Of Authority) which states that they will allow the monthly service charge to be applied to their local phone bill.  The charge will then appear on the end-users bill.  Your customer will be assessed a billing fee and the remainder of the monies sent to them with their statement, on a monthly basis.  You, the wholesaler, will also be sent a monthly statement noting how many end-users were billed on behalf of each of your customers with a check or ACH (Automated Clearing House) deposit for the fees due to you.

 

2.      Revenue Recovery:
